On 19 November 2025, the Directorate General of Immigration officially introduced the Global Citizenship of Indonesia (GCI) — a new long-term immigration policy designed to address long-standing issues related to dual citizenship and to provide lifetime residency rights for eligible foreign nationals.
GCI is presented as a groundbreaking initiative that grants unlimited permanent stay to foreigners with strong ancestral, familial, cultural, or historical ties to Indonesia. The announcement has generated significant international interest, especially among former Indonesian citizens and their descendants.
At this stage, GCI exists only as an official press release.
The government has not yet activated any public-facing application feature or submission process.
Current Application Status
According to the official announcement, applications for GCI will be handled digitally through the Indonesian Immigration Visa Portal.
However, as of now:
- The portal does not contain any GCI menu, button, or submission module.
- No application form, document checklist, or government fee schedule has been published.
- No processing timeline has been announced.
- Immigration offices across Indonesia confirm that the GCI system is still under internal development and not yet available to applicants.
This means that no individual, lawyer, or agency currently has the ability to submit a GCI application.
Eligibility Based on the Press Release
Once the system becomes operational, the following groups will be eligible:
- Former Indonesian citizens (ex-WNI)
- Descendants of ex-WNI up to the second degree
- Legally married spouses of Indonesian citizens or ex-WNI
- Children from a legal marriage between a WNI and a foreign national
The policy will not apply to individuals who:
- originate from regions historically part of Indonesia,
- have been involved in separatist activities,
- or have backgrounds in foreign military, intelligence, or civil service.
These restrictions were included in the 19 November announcement.

While waiting for the government to activate the system on the Indonesian Immigration Visa Portal, potential applicants may begin preparing their cases.
