Already enrolled in BPJS Kesehatan? Check your membership before 1 December 2026. Foreign residents in Indonesia have been receiving requests to update their JKN (National Health Insurance) records. A notice circulated by the Denpasar BPJS Kesehatan office warns that affected foreign members who do not provide the required documents may be deactivated from 1 December 2026. Do not wait until you need medical treatment to discover that your membership is inactive.
This is not a newly enacted nationwide ban on every foreigner without an RPTKA, and not a confirmed cancellation date for all expats. Eligibility depends on the participant category, supporting documents and BPJS verification. Here is what to check and how to prepare a backup.
Why is BPJS reviewing foreign members?
Indonesia’s Law No. 24 of 2011, Article 14 already addresses foreign nationals who work in Indonesia for at least six months. Presidential Regulation No. 82 of 2018, including Articles 1 and 4, establishes the JKN participant framework, with categories for employees (PPU), independent/non-salaried workers (PBPU) and non-workers (BP), including investors. The 2021 BPJS administrative regulation, Article 90, specifies conditions for foreign PBPU/BP applicants including a limited-stay permit valid for at least one year, at least six months already spent in Indonesia, and at least six months of work outside an employment relationship. These distinctions are important when considering investors and independent workers. The existence or absence of an RPTKA alone does not settle every individual case.
In the Denpasar communication provided to Flado, BPJS requests existing foreign participants to update their passport, ITAS/ITAP and RPTKA where required by the relevant verification process. The letter identifies 1 December 2026 as the deactivation date for members who do not complete the requested update. It should be treated as a serious deadline for recipients of the notice, not proof that every foreign policy across Indonesia will be cancelled that day.
Does the change affect your KITAS?
| Your situation | What to know | What to do now |
|---|---|---|
| E33G remote worker / Digital Nomad KITAS | Working remotely for an overseas employer does not by itself establish eligibility for the local JKN programme. Existing BPJS coverage may be at risk during document checks. | Check your status directly with BPJS and arrange suitable international coverage if eligibility cannot be confirmed. |
| E28A Investor KITAS / PT PMA owner | Investor is a recognised JKN participant category. Based on a local office clarification reported on 5 November, an investor may be able to retain coverage through a properly registered PT PMA, potentially involving at least one registered Indonesian employee. This is case-specific, not an automatic guarantee. | Ask BPJS to confirm your precise registration category, company employee registration and payment setup. |
| E31 dependent KITAS linked to an investor | Family coverage may continue where the principal member remains eligible and the dependent record is correctly linked. | Check every family member’s JKN status separately. |
| Work KITAS / RPTKA holder | May have a clearer employment-based basis for membership, subject to correct registration and contributions. | Check employer registration, personal records, and paid contributions. |
Your visa and your BPJS membership are different systems. Having a valid KITAS does not, by itself, prove that BPJS healthcare coverage is active. For details on immigration categories, see our Remote Worker E33G, Investor KITAS and Dependent KITAS guides.
What documents should you prepare?
- Passport and current ITAS or ITAP.
- BPJS/JKN membership number and recent screenshot of your membership status in Mobile JKN.
- Any update request or notice received from BPJS.
- RPTKA or employer documents, if applicable to your approved participant category.
- For PT PMA owners: company legal information, registered employee details, the company’s BPJS billing or virtual-account number, and confirmation of the category accepted by BPJS.
- For dependents: the principal participant’s documents and proof of dependent registration.
If you received the Denpasar notice, its submission address is pendaftaranppu.kc-denpasar@bpjs-kesehatan.go.id. Confirm the request and the destination with the official BPJS office or Care Center 165 before emailing personal documents, particularly if a message came from a forwarded source. Ask BPJS to confirm that your membership remains active after the document review.
How can a PT PMA pay BPJS Kesehatan from a business account?
Some investor-linked participants have been advised to pay through the PT PMA corporate bank account, rather than a personal wallet or marketplace payment. An office clarification relayed on 5 November indicated monthly company payments for those cases. The exact requirement should be confirmed against your company’s billing arrangement; this is not a universal statement about all JKN payment categories.
Practical banking route:
- Obtain your company’s BPJS Kesehatan Badan Usaha billing / virtual-account number from BPJS or the company’s authorised administrator. This is not your passport number or your personal BPJS card number.
- Open your company’s bill-payment workflow in Mandiri Kopra or BNI Business.
- Select BPJS Kesehatan Badan Usaha. On Mandiri Kopra this company biller is commonly identified as 23998. If BNI shows a different menu or biller label, select the matching corporate BPJS Kesehatan service rather than assuming the same numbering across platforms.
- Enter the company’s issued payment number, retrieve the bill, and verify the legal entity name, period and amount before approval.
- Authorise payment from the corporate account, save the receipt and check that BPJS recorded the contribution and retained the membership as active.
Do not confuse BPJS Kesehatan with BPJS Ketenagakerjaan: they have different programmes and payment references. Bank Permata Business may not expose the same biller function in every account or interface; confirm with your bank. A personal ShopeePay payment having worked previously does not establish that it meets a newly required company-billing procedure.
If your BPJS cannot continue: consider travel medical insurance
If you have E33G or BPJS is unable to confirm your eligibility, replace uncertainty with a policy suited to your actual residence, travel, health and budget needs. International travel medical insurance is not identical to JKN: benefits, hospital billing methods, exclusions, deductibles, pre-existing-condition rules and claim procedures differ.
SafetyWing: a flexible option for international travellers
Explore SafetyWing Nomad Insurance — especially relevant if you travel between countries and want to buy a policy online. The Essential plan can be purchased for a fixed period or set to auto-extend every 28 days, charging your selected payment method; you may turn off renewal through your dashboard. It can provide medical/travel benefits across many countries, subject to exclusions and the policy’s home-country restrictions. Complete is a different, more comprehensive product and should not be confused with Essential.
Our partner dashboard has recorded 148 registrations and 292 completed purchase transactions since 2022, including 245 subscription-related purchase transactions. These are transactions, not 292 unique customers or a count of currently active policies. We share this only to describe our practical experience with the service.
Our Indonesia insurance comparison explains why SafetyWing can be competitively priced against certain premium travel-insurance quotations, including AlfaStrakhovanie. There is no universally cheapest policy: obtain a current quote for your nationality, age, travel plans and selected benefits.

Important: If you have an existing medical condition, need ongoing care, require direct billing to particular Indonesian hospitals, or live predominantly in one country, read the full policy carefully before buying. Travel medical insurance may not provide the same continuous domestic healthcare access as BPJS.
Quick checklist before 1 December
- Open Mobile JKN and verify that every family member shows active status.
- Check whether BPJS requested new documents; reply by the specified deadline.
- If you own a PT PMA, confirm the accepted investor category and business-account payment method.
- If you hold E33G, do not assume that a previous successful BPJS payment guarantees future eligibility.
- If eligibility is uncertain, compare alternative cover before any interruption.

Frequently asked questions
Will every foreigner’s BPJS Kesehatan end on 1 December 2026?
No. The supplied Denpasar notice warns of deactivation for affected foreign members who fail to update required documents. It does not establish a universal cancellation of every foreign participant nationwide.
Can E33G Digital Nomad KITAS holders rely on BPJS?
They should not assume so. Overseas remote work does not by itself establish local JKN eligibility; confirm your specific record with BPJS and prepare alternative cover if required.
Can an investor with E28A keep BPJS without RPTKA?
Potentially, depending on the approved registration category and documents. Investors are a recognised JKN category, but an investor KITAS by itself is not proof of accepted membership.
What is biller code 23998?
It identifies BPJS Kesehatan Badan Usaha in a documented Mandiri Kopra corporate-billing workflow. You also need the correct company billing or virtual-account number; never pay solely based on a biller code.
