What is an SKTT and why do you need it?
An SKTT (Surat Keterangan Tempat Tinggal) is an official certificate issued by the Dukcapil (Civil Registration Office) confirming your residential address in Indonesia.
It is often required to:
- Register or purchase a car or motorcycle
- Open a bank account
By law, every foreign national holding a KITAS must obtain an SKTT within 14 days after the visa is issued (or after arrival, if the KITAS was processed offshore).
This requirement is stated in Peraturan Mendagri No. 74/2022 and UU No. 24/2013 (Pasal 91(2)).
In practice, many expats only apply for SKTT when they need to renew their KITAS or handle local paperwork.
However, we recommend applying early — it’s simple, keeps you compliant, and avoids problems with banks or local offices.
How to get an SKTT
You must visit your local Dukcapil office (Civil Registration Office) according to your registered domicile.
On Bali, the main Dukcapil offices are located in:
Documents required:
- Passport
- Photo
- STM (police report): same day
- Domicile letter (banjar): 1–3 working days
- KITAS
- Previous SKTT (if available)
- Work permit (if applicable)
- Sponsorship documents (KTP and Kartu Keluarga/KK) — this is not your visa sponsor, but an Indonesian citizen living in the same district (kecamatan) as your registered address
- Marriage Certificate (Buku Nikah / Akta Nikah)
- Completed forms

The nuances of obtaining an SKTT
The most important condition is that your KITAS address must exactly match your current place of residence, which is verified through the domicile letter from your banjar.
If both addresses match — you can apply for SKTT directly.
If they differ — you’ll first need to update your KITAS address through a mutasi alamat (address change) at Immigration.

Many foreigners delay SKTT until their next KITAS renewal, but by law it should be obtained within 14 days of receiving the KITAS.
De-facto, enforcement is flexible, but legal compliance remains your responsibility.
Who can assist locally
Since SKTT is a local civil registration process, it often requires help from someone within the same area — for example, your Indonesian landlord, neighbor, or banjar office.
This is normal practice in Indonesia, especially when politely explained and acknowledged.

KTP-OA for KITAP holders
After obtaining a KITAP (permanent stay permit), foreigners are eligible for a resident card called KTP-OA (Kartu Tanda Penduduk Orang Asing).
It’s issued by the same Dukcapil office and contains a unique NIK (Nomor Induk Kependudukan), similar to an Indonesian citizen’s ID number.
To apply for a KTP-OA, you’ll need:
- Passport
- Valid KITAP
- Your Family Card (Kartu Keluarga / KK)
- Domicile letter or SKTT
KTP-OA is valid for the entire duration of your KITAP and serves as proof of legal residence for foreigners.
Unlike SKTT (which is temporary and linked to KITAS), the KTP-OA is considered a permanent civil document and grants access to many government and private services.
