On June 9, 2023, the mandatory COVID-19 vaccination requirement for visiting Bali, Indonesia was lifted as the decision was made to lift the coronavirus state of emergency. This information is set out in the circular letter SE No 1 2023.
At the moment, airlines will put you on planes to Indonesia without vaccination certificates, which is published on the IATA website: “coronavirus restrictions for entering Indonesia lifted on June 9, 2023.”
For a trip to Bali or any other part of Indonesia for a single entry, you must provide a return ticket. With a multivisa D1/D2 (ex D212) or a residence permit KITAS return tickets are not needed. Don’t forget to have health insurance for own safety for each foreign trip. Before collecting boarding passes at the airport, you will be asked to complete an electronic customs declaration to enter Indonesia.
The multivisa D1/D2 (ex D212) will cost less than a series of visas on arrival VOA. Also, VOA cannot be used every time without pauses between trips. After a few VOAs, the immigration officers will talk to you in more detail about the purpose of the visit, etc.
If you intend to stay in Indonesia for six months or more, then the most popular option is only a pre-issued visa 211A/C2 (ex B211A).

P.S. On June 27, 2023, Indonesia lifted its pandemic status and returned to pre-coronavirus rules, when there were no onshore visas and you had to leave the country when your visa expired.
